Earlier in his career, as Iowa Commissioner of Insurance, Bill Hager judged each of these matters and approved or modified the rules as submitted to the Department of Insurance.

Bill Hager: CEO of NCCI. Bill Hager served as President and CEO of the National Council on Compensation Insurance (NCCI) for eight years, where he led that organization and where he was responsible for all NCCI functions.
Commissioner of Insurance. Hager earlier served as Iowa’s Insurance Commissioner where he oversaw the entire workers compensation industry, from beginning to end. Previously, he served as an executive of the American Academy of Actuaries.
Hayden Burrus: Lead Actuary. Hayden Burrus, a Fellow of the Casualty Actuarial Society (FCAS), served as Chief Actuary of AmComp Insurance Company, where he was responsible for management of all of the company’s actuarial issues, including formulating and submitting the insurer’s rate filings for regulatory approval, (ii) participation in classification decisions and (iii) premium calculation determinations.
